Why DTF powders, inks and cleaning liquids trigger extra paperwork

Importing DTF transfer film is straightforward — rolls of coated PET film in cartons. Customs sees plastic sheeting and moves on.

Powders, inks and cleaning liquids are different. They are chemical mixtures carried in bags, bottles and drums. Their composition, flash point, viscosity and hazard classification change how they are handled at ports, aboard vessels and at destination customs. A shipment of DTF white ink that clears one port without question may be held at another because the destination country classifies titanium-dioxide-bearing liquids differently.

This is not a reason to avoid importing these products. It is a reason to get the documentation right before the cargo leaves the supplier's warehouse. Three document categories matter most: the safety data sheet, the transport appraisal report, and the HS code assignment. The rest of this guide explains each one from the buyer's perspective.

MSDS/SDS: the 16-section document every chemical shipment needs

What it is

A Material Safety Data Sheet (MSDS) — increasingly called a Safety Data Sheet (SDS) under the Globally Harmonized System (GHS) — is a structured 16-section document that describes a substance's physical properties, health hazards, safe handling procedures, and emergency-response measures. It is not a certificate of quality or a regulatory approval. It is a hazard-communication document: it tells everyone who handles the material what risks exist and how to control them.

Why it matters for your shipment

When a DTF hot-melt powder, DTF ink or cleaning solution arrives at a port, shipping lines, freight forwarders, terminal operators and customs authorities may all ask for the SDS. Without one that matches the actual product and is still current, the cargo can be held, returned or disposed of at the importer's expense [^1].

What the 16 sections cover

The GHS format is internationally recognised. Sections 1-8 cover identification, hazard identification, composition, first-aid measures, fire-fighting measures, accidental release measures, handling and storage, and exposure controls. Sections 9-16 cover physical and chemical properties, stability and reactivity, toxicological information, ecological information, disposal considerations, transport information, regulatory information, and other information including the date of the last revision.

For a DTF buyer, the most operationally relevant sections are:

Section What to look for
Section 2 — Hazard identification Signal word (Warning / Danger), hazard statements, pictograms. This determines whether the product is classified as dangerous goods for transport.
Section 9 — Physical and chemical properties Flash point, viscosity, pH, boiling point. These values feed into the transport classification.
Section 14 — Transport information UN number, proper shipping name, transport hazard class, packing group. This is what your freight forwarder needs to book the shipment.

What to ask your supplier

Ask whether an SDS exists for each SKU that is a powder, ink or cleaning liquid. Ask when it was last revised — an SDS older than three years may not reflect the current formulation. Ask whether the SDS was prepared specifically for the product you are buying, not a generic family-level document that covers "printing inks" but not the exact white ink SKU in your order.

A supplier who cannot produce an SDS for a chemical consumable is a risk. A supplier who produces one quickly, without checking the exact formulation and batch, is also a risk — an inaccurate SDS is worse than no SDS, because it gives you a false sense of security and can be rejected at the terminal [^1].

Sea freight vs air freight transport appraisal: two different reports

Why they are not the same document

An SDS tells you what a substance is. A transport appraisal report tells a carrier whether that substance can legally travel by a specific mode of transport, and under what conditions.

Sea freight and air freight use different regulatory frameworks. Maritime transport follows the IMDG Code (International Maritime Dangerous Goods Code). Air transport follows the IATA Dangerous Goods Regulations (DGR), which incorporate the ICAO Technical Instructions. A product that is classified as "not restricted" under IMDG may still be classified as dangerous goods under IATA DGR — particularly if it is a liquid with a flash point below a certain threshold, or a powder that generates combustible dust [^2].

The practical impact on DTF consumables

DTF inks and cleaning solutions are liquids. Their flash point — typically measured by a closed-cup method — is the single number that most often determines whether they can fly. A flash point below 60°C (closed cup) generally means the liquid is classified as a Class 3 flammable liquid under both IMDG and IATA DGR, making air freight more expensive and more heavily restricted. Even above that threshold, some airlines impose their own stricter limits.

DTF hot-melt powders are solids at room temperature, but fine powders can present a dust explosion hazard or be classified as environmentally hazardous substances depending on their composition. Their transport classification is not automatically "non-dangerous" just because they are not liquids.

What to ask your supplier

For any ink, cleaning liquid or powder SKU, ask:

  1. Is a sea-freight transport appraisal report available for this product?
  2. Is a separate air-freight transport appraisal report available?
  3. If the product is classified as dangerous goods, what is the UN number, proper shipping name, hazard class and packing group?
  4. Are there any carrier-specific restrictions beyond the IATA/IMDG classification?

A responsible supplier will have these reports from a qualified inspection agency — typically a CIQ-accredited laboratory or a body recognised by the civil aviation authority for air-freight reports. The reports should be dated, linked to the specific product name, and within their validity period (commonly 12 months for sea freight and the calendar year for air freight, but this varies by issuing body and destination).

HS code classification: whose job is it?

The supplier can help — but the legal responsibility is yours

HS (Harmonized System) codes classify goods for customs purposes. A supplier can tell you what code they use for export declarations in their country. A knowledgeable supplier will provide a reference code based on the product's material composition and the destination country's tariff schedule.

But here is the point many first-time importers miss: the legal responsibility for correct HS classification at import rests with the importer or their licensed customs broker, not with the supplier.

The supplier's HS code is a starting point — a reference — not a guarantee that the same six- or eight-digit code will be accepted by your destination customs authority [^3].

How this plays out for DTF consumables

A DTF transfer film might be classified under heading 39.20 (other plates, sheets, film, foil and strip, of plastics) in the supplier's country — for example, 3920.62. But your destination customs may classify the same film differently based on its coating, whether it is self-adhesive, or whether it is considered a printing supply rather than a raw plastic sheet.

DTF inks might fall under heading 32.15 (printing ink) or Chapter 38 (chemical products) depending on composition.

DTF powders — typically thermoplastic polyurethane or copolyester-based hot-melt adhesives — might fall under heading 39.09 (amino-resins, phenolic resins and polyurethanes) or 35.06 (prepared glues and adhesives).

What to ask your supplier

  1. What HS code do you use for this product on your export declarations?
  2. Based on your experience shipping to my country or region, have you encountered any classification differences?
  3. Can you provide the material composition breakdown (percentage of each component) so my customs broker can verify the correct classification?

A supplier who insists "this is the only correct code, use it everywhere" is oversimplifying. A supplier who gives you a reference code and the material breakdown so you can verify with your broker is doing their job properly.

What to ask your supplier before the first shipment: a checklist

Here is a consolidated list of questions to send to any DTF consumables supplier before placing your first order. Not every question applies to every product — film buyers can skip the SDS questions, powder and ink buyers should not.

For powders, inks and cleaning liquids:

  • Is a current SDS/MSDS available for this exact SKU? When was it last revised?
  • Is a sea-freight transport appraisal report available?
  • Is a separate air-freight transport appraisal report available?
  • Is the product classified as dangerous goods for sea transport? If yes, what are the UN number, hazard class and packing group?
  • Is the product classified as dangerous goods for air transport? If yes, under what conditions can it be shipped?

For all DTF consumables:

  • What HS code do you reference on export declarations for this product?
  • Can you provide the material composition to support customs classification at destination?
  • What packaging and labelling will the shipment carry — neutral, branded, or custom?
  • Who is responsible for arranging the freight, and who selects the forwarder?

For your own freight forwarder or broker:

  • Based on the SDS and transport appraisal report, can you confirm acceptance by the intended carrier and routing?
  • Does the destination country require any additional permits, registrations or pre-shipment inspections for this product category?

Red flags that get shipments stuck at the terminal

Years of DG (dangerous goods) shipment rejections have made the pattern clear. Here are the warning signs to watch for [^1]:

The SDS doesn't match the product. A supplier sends an SDS for "water-based printing ink" when you ordered a specific white DTF ink. The flash point, viscosity and composition may be completely different. If customs or the carrier cross-checks, the shipment is stopped.

The transport appraisal report has expired. These reports are typically valid for 12 months or the calendar year. An expired report is treated as no report at all. If your order was delayed and the report lapsed during that time, ask for a renewed one before shipping.

The supplier claims "no documents needed" for powders or liquids. Even if a product is genuinely classified as non-dangerous goods, the carrier will still usually want to see an SDS and a transport condition report confirming that classification. A supplier who says no documentation is required for a chemical product is either inexperienced or cutting corners.

The HS code is given without the material breakdown. A six-digit code without the composition data behind it is a guess, not a reference. Ask for both.

The supplier refuses to share documentation before the order is paid. You do not need to share full commercial terms before seeing documentary readiness. A supplier who withholds SDS, transport appraisal or HS references until after payment is asking you to take a regulatory risk with no information. Walk away.

Getting started with your supplier

Import documentation is not a formality — it determines whether your cargo clears the port or sits in a bonded warehouse accumulating demurrage charges while you scramble for paperwork.

When you are comparing DTF consumables suppliers, treat documentation readiness as a qualification criterion, not an afterthought. Ask for the documents listed above. Compare the suppliers who can produce them promptly and specifically against those who cannot.
